Fremantle, WA: Police hunt convicted killer and rapist

A convicted killer and rapist is on the run in Perth after police said he cut off his electronic ankle monitoring bracelet.

Paul James Carr, 55, was last seen about 2.45pm Wednesday in the Fremantle area, sparking a police manhunt.

Carr was released on a strict supervision order last year after being convicted in 2015 of the assault and rape of a then 16-year-old girl in the Goldfields city of Kalgoorlie in 1987.

He was charged over that offence in 2013, after having served time in a NSW prison over the murder of a man there just six months after the sexual assault.

Despite the 47 conditions attached to his three-year supervision order, Carr has been fined three times in 2023 alone for breaching that order.

Carr is described as being around 172cm tall, of a medium build, with short hair, and facial stubble.

“He is believed to be wearing dark clothing with silver hi-vis stripes, a black hat and could be carrying a dark coloured backpack,” a WA Police spokesperson said.

“If sighted, please call police immediately on 131 444. Members of the public are advised not to approach him.”

Anyone with information regarding Carr’s whereabouts can also call Crime Stoppers on 1800 333 000, or make an anonymous report online.
